Business Operations Bureau provides central administrative support coordination and direction for the entire department.

Budget Services Division
The Budget Services Division is to oversee the management of Public Works' diverse financial resources, comprised of the annual operating budget, multi-year Capital Improvement Program, and grants. Budget Services will ensure development, implementation, and enforcement of administration policies and procedures as they related to fiscal oversight an asset management.

Personnel Management
The Personnel Services Division is responsible for providing centralized personnel and payroll spport to the department's six bureas and 700 employees. To this end, the staff is responsible for managing the hiring/reqisition process, inclding processing new employees, workers' compensation and return-to-work program management, payroll and timecard entry, Civil Service Exam laiaising, discipline/complaint investigations, labor relations, EEO compliance, and ensuring that personnel practices are uniform and consistent throughout the entire organization.

Safety & Disaster Preparedness
The Safety & Disaster Preparedness Division provides a safe and hazard-free workplace for employees, to provide leadership for the effective delivery and continuous improvement of safety, and to actively foster and promote a safe culture. In addition, the division helps to incorporate and coordinate all the facilities and personnel of the Department into an efficient organization capable of responding to any disaster utilizing the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).

Communications Division
The Communication Division is responsible for meeting the communication needs of the Department and to capitalize on the opportunities created by the active and successful work of the Department and the desire of the Department o plan, promote, and increase awareness of the Department's overall mission, goals and projects through media outreach, internal and external communications and public education, outreach and engagement. The Communication Division was created in June 2007, and some major highlights include the:

  • Creation of a department-wide communication plan that included an overall strategy for communicating with key audiences, a detailed plan for executing this strategy, clearly identified tasks and timelines and an implementation plan for meeting immediate needs as well as a long-term schedule for implementation of ongoing projects.
  • Development of a dynamic and updated website to better communicate with the public
  • Filming of a department video that covers the diverse range of work the department performs
  • Execution of a baseline employee survey
  • Creation and development of a mid-year highlight report for the department
